Journalists escape as Syrian military pounds rebel areas - World ...

Syrian forces shelled an opposition stronghold in Hama province, killing 20 people, on Tuesday and hit rebel-held parts of Homs, activists said, as two wounded foreign journalists trapped in the city were reported to have been smuggled safely to Lebanon.

President Bashar al-Assad sent units of an elite armoured division, which is led by his brother Maher, into Homs overnight, activists said. Tanks with the words "Fourth Division Monsters" painted on them moved close to the besieged Baba Amro district.

French journalist Edith Bouvier and British photographer Paul Conroy, both wounded last week in an attack in Baba Amro, were now safe in Lebanon, a diplomat and opposition sources said. It was not clear how they escaped.

In Hama province, security forces bombarded the town of Helfaya, a hotbed of protests in the uprising against Assad.

Activists said the 20 deaths of Sunni Muslim villagers there were among at least 100 killed in the province in the past two weeks in revenge for rebel Free Syrian Army attacks on security forces commanded by members of Assad's minority Alawite sect.

Media restrictions
The reports could not be independently confirmed. Syrian authorities tightly restrict media access to the country.

Opposition groups say hundreds of civilians have been killed or wounded in the siege of Baba Amro and other rebellious districts in Homs, where terrified residents are enduring dire conditions, without proper supplies of water, food and medicine.

Syrian forces on Tuesday launched the heaviest bombardment in their three-week assault on Baba Amro, activists said.

Assad, projecting an aura of normality in a land ravaged by 11 months of conflict over his right to power, decreed that a new constitution was in force on Tuesday after officials said nearly 90% of voters had endorsed it in a referendum.

Opposition groups and Western leaders seeking Assad's removal denounced Sunday's vote as a charade that diverted attention from the violence in Homs and elsewhere.

'Barbarism'
Assad's government had "broken all the limits of barbarism", French Foreign Minister Alain Juppe said.

"And when I see the Syrian president paraded around this voting station in Damascus for this phony referendum, it makes you deeply indignant," he told RTL radio.

Juppe said he felt "immensely frustrated" at difficulties in obtaining security guarantees to enable wounded civilians and Western journalists to be evacuated from Homs.

American reporter Marie Colvin and French photographer Remi Ochlik were killed in Baba Amro on February 22 in a strike on a house in which Conroy and Bouvier were wounded.

The Syrian Arab Red Crescent did manage to evacuate three people from Baba Amro on Monday, but not the foreign reporters, the International Committee of the Red Cross (ICRC) said.

Armed insurrection
The outside world has proved powerless to halt the killing in Syria, where repression of initially peaceful protests has spawned an armed insurrection by army deserters and others.

"As long as we have not halted the massacres, we are impotent, but we are not inactive," Juppe said.

He told the UN Human Rights Council in Geneva on Monday it was time to refer Syria to the International Criminal Court and warned Assad he would be brought to justice.

Foreign powers have argued over whether to arm Syrian rebels trying to resist Assad's forces, but there is little appetite in the West for any Libya-style military intervention.

Russia and China have used their vetoes to protect Syria from any action by the UN Security Council, where Western and Arab powers had sought backing for an Arab League transition plan under which Assad would voluntarily relinquish office.

'Give rebels weapons to defend themselves
Qatar joined Saudi Arabia on Monday in advocating arming the Syrian rebels. "We should do whatever is necessary to help them, including giving them weapons to defend themselves," Qatari Prime Minister Sheikh Hamad bin Jassim al-Thani said in Oslo.

Assad says he is battling a foreign conspiracy featuring "armed terrorist groups" and al-Qaeda militants, while pressing ahead with political reforms toward greater democracy.

His opponents scorn his calls for dialogue as meaningless while Syrian security forces are violently repressing dissent.

The Syrian leader says the new constitution will lead to multiparty elections within three months.

The document drops a clause making Syria's Baath party the leader of state and society, allows political pluralism and limits a president to two seven-year terms.

But this restriction is not retroactive, implying that Assad (46) and already in power since 2000, could serve two further terms after his current one expires in 2014.

The opposition dismisses the reforms on offer, saying that Assad, and his father who ruled for 30 years before him, have long paid only lip service to existing legal obligations. -- Reuters

Nature boost for 12 English sites

The government has selected England's first 12 Nature Improvement Areas (NIAs), where wildlife and ecosystems will be protected and enhanced.

Heath in the Midlands, salt marshes along the Thames and peat beds in Cheshire are among the areas that will share ?7.5m of government funding.

Seventy-six groups including community organisations, conservation charities and landowners bid for selection.

The NIAs stem from a 2010 review urging a joined-up approach to conservation.

Making Space for Nature recommended that existing protected areas needed to be expanded, that new areas should be established, and that sites needed to be linked together.

The 12 sites were selected by a panel led by Sir John Lawton, who was also lead scientist on Making Space for Nature.

"For more than 40 years I have had the privilege of working on nature-conservation issues in the UK, both as a professional scientist, and in the voluntary sector," he said.

Habitat and wildlife to benefit

"Never in all that time have I seen the sort of creativity, partnership working and sheer enthusiasm that the NIA competition has released in consortia that want to deliver more effective conservation for England's wonderful wildlife in their area.

"Choosing 12 winners from 76 bids was an awfully difficult task, but I believe we have 12 outstanding NIAs, each unique in what it is setting out to achieve, for the benefits of people and wildlife."

Some of the projects are directly aimed at enhancing specific wildlife, such as a mainly farmer-led project in the Marlborough Downs in Wiltshire that aims to boost farmland birds through restoring habitat.

Another in the South Downs hopes to bring back the Duke of Burgundy butterfly, while in Devon, the River Torridge will be managed so it can support critically endangered freshwater pearl mussels.

Others aim to restore degraded habitat - the River Don floodplain and its wetlands in South Yorkshire, the Greater Thames salt marshes and grazing marches, and tributaries of the River Nene in Northamptonshire, badly hit by current drought conditions.

Wider environmental objectives are addressed by the Birmingham and Black Country living landscape project that will convert brownfield sites to heathland, and by Meres and Mosses of the Marches that will conserve Cheshire peatlands, which become a significant source of carbon emissions if they dry out.

The Wildlife Trusts, the network of mainly county-level nature charities across the country, welcomed the announcement but said it should be the start of something much bigger.

"We are delighted this competition has demonstrated a real appetite for putting nature back after decades of decline through the large number of applications," said Paul Wilkinson, the organisation's head of living landscapes.

"But 12 Nature Improvement Areas are not enough. This concept should be driven forward everywhere across England and given formal recognition through the new planning process, expected next month, and agri-environment grants.

"We have an urgent need for the restoration and recovery of the natural environment to take place across a much larger area, and quickly."

The Wildlife Trusts said the forthcoming National Planning Policy Framework must provide explicit guidance to authorities on taking a more strategic and integrated approach to the natural environment, so that the needs of nature and ecology are taken into account in all planning decisions.

Science Diction: The Origin Of 'Tuberculosis'

When doctors autopsied tuberculosis patients, they described finding round, white swellings, especially in and around the lungs. Medical historian Howard Markel describes how those potato-like growths led to the disease being called tuberculosis, from the Latin tuber.

And that music means it's time for Science Diction, where we talk about the origins of science words with my guest, Howard Markel, professor of the history of medicine at the University of Michigan at Ann Arbor, also director of the Center for the History of Medicine there. Welcome back to SCIENCE FRIDAY, Howard.

DR. HOWARD MARKEL: Hi, Ira, how are you?

FLATOW: How are you?

MARKEL: I'm good.

FLATOW: That's good. You've got an interesting word for us today is?

MARKEL: Yes, it's tuberculosis.

FLATOW: Ooh.

MARKEL: Something you don't want.

(SOUNDBITE OF LAUGHTER)

FLATOW: No.

MARKEL: Used to be a rather romantic disease - so many famous people got it, but it's nothing romantic about that disease.

FLATOW: Speaking of how many people, how far back can you trace tuberculosis?

MARKEL: Oh, you can find ancient mummies with it. The Greeks talked about it. Hippocrates thought it was the most common cause of death in his era. And the word, you know, tuberculosis is really a wasting disease as the microbe takes hold and destroys your lungs and other organs, and you literally whither away and die if it's not treated. So the Greeks used to call it phthisis, which really describe a living body that shrivels on a flame. And the Italians - the Romans called it, consumare, because the disease consumes you. And, in fact, for well into the 20th century, people called tuberculosis consumption.

FLATOW: Yeah, because it looks like it really is consuming you.

MARKEL: Yeah.

FLATOW: And you are a physician, and you have actually, I know, studied tuberculosis as a doctor and had actually contact with it.

MARKEL: Yes, I've treated many patients with tuberculosis. One of the great cases of my internship, we had a young boy, a 3-year old, who had a fever of unknown origin and we could not figure what it was. And being a historian even back then, I said, let's look for tuberculosis. And lo and behold, we found it.

FLATOW: Wow. And how did that modern word come about then, tuberculosis?

MARKEL: Well, of course, it comes from the word tuber, which is a botanical term. It's a - when you have a solid, rounded growth of a stem that bears eyes or buds. And the most familiar example is a potato. But the tubercle, which what the lesion of tuberculosis is called, is really a diminutive of tuber, and it means a small swelling. And that's what you would see if you did an autopsy and you found this lesion in the lungs or the brain or what have you. It's a, it's really the dead tissue that remains after the tuberculosis germ does its evil.

FLATOW: Mm-hmm. So is it the germ then eating you away? Is that why it's called consumption?

MARKEL: Well, in a way, it has this immune response with normal tissue, and the tubercle that remains is the necrotic or dead tissue that remains. It's called caseous necrosis because it reminds you of cheese if you flake it off on autopsy. And I should add that even though it's tubercle, which is the lesion, the -osis part is Greek suffix, which means a disease process, essentially.

FLATOW: So then how does the TB actually kill you?

MARKEL: Well, it takes up - it occupies space in the lungs or other organs and it kills the reaction, that immune reaction between the tuberculosis germ and the normal tissue results in dead tissue. And if it kills enough tissue, well, if it's in the lungs, you have trouble breathing. If it's in the brain, you get TB meningitis, liver, kidneys and so on. But it also tends to erode - this death or dead tissue tends to erode blood vessels. So a lot of people who had pulmonary or lung TB, they would not only have difficulty breathing, but the blood vessels would erode and they would actually bleed to death. They would cough up blood just like at the end of Puccini's "La Boheme," but without the music.

FLATOW: You know, before they had modern antibiotics, they used to have sanitariums, sanitaria...

MARKEL: Yeah.

FLATOW: ...to send people for fresh air. How did that combat tuberculosis?

MARKEL: Well, the fresh air is very interesting. It was particularly cold, fresh air and particularly on high altitudes. And what has since been shown is that the tuberculosis germ loves a lot of oxygen, and that's why it tends to nest itself on the upper, the top part of the lung where the oxygen content is the greatest. If you're high up on a mountaintop, as described in the "Magic Mountain," the oxygen is not nearly as rich, and so they thought that might help kill the tuberculosis germ.

FLATOW: Did it work at all?

MARKEL: A little bit, not much. I'd much rather have antibiotics.

FLATOW: So would we all. Howard, thank you very much.

MARKEL: Thank you, Ira.

How To Refinance Real Estate Investments - Best Mortgage Rate ...

Instead of selling real estate investments, why should you consider refinancing them? You may have owned a rental property for years and you want to cash in on that equity because you have paid down the mortgage and the value is up. You will do better to refinance. Why is that?

In selling, there are two problems. First, paying a large capital gains tax is what selling means. If you reinvest through a 1031 exchange then you can avoid this but then the point is, you would want your money, right? Second, you?ll be giving up your inflation-indexed retirement plan. A good rental property generates more income as rents go up.

Refinancing Real Estate Investments Is Better

You can get much of your gain out of the property if you refinance and you don?t have to pay a penny in taxes. In fact, it is not a taxable event to borrow money. You can still keep your rentals even if you take your loan proceeds and spend them any way you want. That does sound better than losing a big chunk of your equity to taxes, doesn?t it.

Let?s now look at an example. Perhaps a small apartment building is what you have owned for several years. What if you bought it for $340,000 with a down payment of $80,000? During that time, interest rates were at 9.5% and this gives you a payment of $2,106 monthly on the balance of $260,00 (30 year amortization).

Now, the property is worth $560,000 and you owe $220,000. Your cash flow is around $2000/month. Question is, how do you get at some of that equity? If you sell, you will pay a bit part of the profit in taxes and you will also give up the income. But if you refinance, what happens?

If a bank will loan you 70% of the value, that would be $392,000. You are left with $172,000 if you pay off the first mortgage. There are no taxes due and you can spend it any way you want.

When interest rates are low, then it gets even better. Your new payment will be $2,295 if the new interest rate is 6.5%. In other words, you still have over $1,800 cash flow each month from an inflation-indexed retirement plan and you get $172,000 to spend any way you want.

An even better scenario is this one. For high-return upgrades to the property such as carports and a laundry room, spend $50,000 of the loan and raise the rents. You could have a higher cash flow than before as well as have $122,000 leftover to spend any way you want. That does sound better than selling your retirement plan, doesn?t it. In case you want that cash, then refinancing real estate investments is what you should consider.

With a leap of 5.47 metres she came in 7th in the Long Jump competition but also carried home a bronze medal when she came third in the women?s 4x400m relay with her team mates Lorena Morcilla, Carmen Torres and Myrna Ayo.
Still in 1979, Lydia won herself three gold medals in the ASEAN School Championship in Singapore. She took the titles in the 100m in 12.5 seconds, in the 400m in 58.0secs and in the Long Jump with a leap of 5.27 metres. But Lydia also won a silver medal in these Games when her 4x100m relay came in second to Malaysia. Sugarland blames fans for state fair injuries

(AP) ? Attorneys for country duo Sugarland say the injuries fans suffered in a deadly stage collapse at the Indiana State Fair were "their own fault."

Sugarland's attorneys say some or all of the injuries happened because fans failed to take steps to ensure their own safety before high winds toppled stage rigging onto the crowd awaiting the band's Aug. 13 concert.

Seven people died and 58 were injured.

In a Feb. 16 response to a civil suit filed in November, they also say fair officials and stage rigging builder Mid-America Sound Corp. were responsible for the stage setup. They call the wind that toppled the structure an "act of God."

Sugarland's attorneys are seeking a jury trial.

The four killed in the crash were: Capt. Ryan P. Hall, 30, of Colorado Springs, Colorado, with the 319th Special Operations Squadron; Capt. Nicholas S. Whitlock, 29, of Newnan, Georgia, with the 34th Special Operations Squadron; 1st Lt. Justin J. Wilkens, 26, of Bend, Oregon, with the 34th Special Operations Squadron; and Senior Airman Julian S. Scholten, 26, of Upper Marlboro, Maryland, with the 25th Intelligence Squadron.

Hall was a U-28 pilot with more than 1,300 combat flight hours. He was assigned to the 319th Special Operations Squadron at Hurlburt Field, Fla.

Specialist Ryan Whitney of the 1st Special Operations Wing said that initial indications are that the plane did not crash because of hostile fire.

The plane was conducting an intelligence, surveillance and reconnaissance mission, he said. A statement from U.S. Africa Command called it a "routine" flight.

The Red Sea state also hosts the largest French army camp on the continent and is used by anti-piracy naval patrols.
