Israel OK's conditional prisoner release, peace talks to start Monday

JERUSALEM (AP) ? A divided Israeli Cabinet agreed Sunday to release 104 long-term Palestinian prisoners convicted of deadly attacks, clearing a hurdle toward resuming Mideast peace talks and giving U.S. Secretary of State John Kerry his first concrete achievement after months of shuttle diplomacy.

The U.S. said preliminary talks would begin Monday. Release of the prisoners is linked to progress in the talks, meaning many could well remain behind bars.

Neither side appeared upbeat, despite the possibility of renewed talks. Each has blamed the other for the lack of success in 20 years of negotiations, and Kerry's success so far has been only to get the parties back to the table.

The prisoner release, approved 13-7 with two abstentions, is a key part of the Kerry-brokered deal.

Next, Israeli and Palestinian teams meet in Washington on Monday, the State Department spokeswoman said, to prepare for six to nine months of negotiations on setting up a Palestinian state alongside Israel.

The State Department said Kerry called Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas and invited them to send teams to Washington.

State Department spokeswoman Jan Psaki said in a statement that talks would begin Monday evening and continue Tuesday. It said the talks would "serve as an opportunity to develop a procedural work plan for how the parties can proceed with the negotiations in the coming months."

Officials said chief Palestinian negotiator Saeb Erekat and Abbas aide Mohammed Shtayyeh would represent the Palestinians, and Justice Minister Tzipi Livni and adviser Yitzhak Molcho would attend for Israel.

Netanyahu, seeking to overcome stiff opposition from ultra-nationalists, told his Cabinet that "resuming the political process at this time is important for Israel," noting that any deal would be submitted to a national referendum.

Erekat welcomed the vote on the prisoners as a "step toward peace," one he said is long overdue.

Negotiators made progress in previous rounds, and the outlines of a deal have emerged ? a Palestinian state in most of the West Bank, Gaza and east Jerusalem, lands captured by Israel in 1967, with border adjustments to enable Israel to annex land with a majority of nearly 600,000 settlers.

Those negotiations broke down before the sides could tackle the most explosive issues, a partition of Jerusalem and the fate of Palestinian refugees and their descendants, now several million people.

Abbas remains leery of negotiating with Netanyahu, fearing any offer made by the hard-liner would fall far short of Palestinian demands, so he has insisted on a clear framework for negotiations.

Abbas said over the weekend that Kerry assured him the invitation to the negotiators will say border talks are based on the 1967 line ? though Netanyahu has not said whether he has dropped his long-standing opposition to that demand.

In Washington, the Israeli and Palestinian teams are supposed to close the remaining gaps on the framework for talks, and they could well falter at that early point.

Israel's release of veteran prisoners could help Abbas persuade a skeptical Palestinian public that it's worthwhile returning to negotiations.

Netanyahu has repeatedly called for a resumption of negotiations that broke down in 2008, but he has not sketched the outlines of a deal he would be willing to strike, except to say he opposes a partition of Jerusalem.

In Sunday's Cabinet meeting, he pushed through the prisoner release despite opposition by two ministers in his Likud Party and by those from a main coalition partner, the pro-settler Jewish Home Party.

Outside the government complex, hundreds protested against a release. Among them were families of Israelis killed in attacks by Palestinian militants. Some held up pictures of their loved ones.

Naftali Bennett, the head of Jewish Home, briefly joined the protesters before attending the Cabinet meeting. "It's a hard day, the decision was made and I hope we won't pay a horrible price for this in the future," he said after the vote.

In the West Bank and Gaza, some relatives of prisoners anxiously awaited word. "Now there is a big relief," said Walid Abu Muhsen, 45, whose brother Jamal has been in prison for the past 22 years for killing an Israeli farmer.

The first disagreements emerged just hours after the Cabinet vote, reflecting the hostility and deep mistrust between the two sides.

Under the deal brokered by Kerry, Israel is supposed to free 104 prisoners who carried out attacks before the first interim peace agreements of the early 1990s.

Palestinian negotiators handed Kerry a list of 104 prisoners, arrested between 1983 and 1994. They said Kerry assured them Israel would release the prisoners in four stages over several months, with each release linked to progress in negotiations.

Among the 104 prisoners on the Palestinian list are two dozen who either have Israeli citizenship or come from Israeli-annexed east Jerusalem. In the past, Israeli media have said Israel would not free them.

On Sunday evening, an official in Netanyahu's office said that no Israeli Arabs are among the 104 whose release was authorized by the Cabinet. Asked to explain the discrepancy, he said Israel holds more than 104 "pre-Oslo" prisoners, suggesting the two sides apply different definitions.

Issa Qarakeh, the Palestinian minister of prisoner affairs, responded angrily.

"The agreement with Kerry was that all the pre-Oslo prisoners, including Israeli Arabs and east Jerusalem residents, will be released," he said. "If they (Israelis) exclude any of them, there will be a problem that might hinder the talks."

Israeli analyst Yossi Alpher said that a prisoner release in stages gives Netanyahu additional leverage during negotiations.

"Netanyahu has given himself a carrot that he can hold out to the Palestinians," he said. "Netanyahu can refuse to release the later batches if there's no progress."

Blackhawks extend coach's contract for three years

CHICAGO, July 26 (UPI) -- Joel Quenneville, who last month led the Chicago Blackhawks to their second Stanley Cup title in four years, was rewarded with a contract extension Friday.

The Blackhawks signed Quenneville for three additional years, a contract that will keep him with the team through the 2016-17 season.

"I'm privileged to coach probably the best group in the league," Quenneville said.

Chicago defeated Boston in six games to win the NHL title after having opened the lockout-shortened season by recording at least one point in its first 24 games -- a league record.

The Blackhawks finished the regular campaign with the NHL's best mark at 36-7-5.

Quenneville has been the Blackhawks' coach since the 2008-09 season. He also has coached St. Louis and Colorado and his 660 career victories rank sixth in league history.

Christie, Paul highlight GOP debate over security

WASHINGTON?A rift over national security is developing in the early stages of the Republican Party's next presidential campaign, pitting libertarians who question government overreach against defenders of a more hawkish approach on national security formed after the 2001 terrorist attacks.

During a forum Thursday night in Aspen, Colo., New Jersey Gov. Chris Christie pointed to a "strain of libertarianism" coursing through both parties as a "very dangerous thought" more than a decade after the Sept. 11 attacks. Christie was asked whether he was referring to Kentucky Sen. Rand Paul, a potential presidential candidate who has been at the forefront of the party's libertarian wing.

"You can name any number of people and he's one of them," said Christie, noting his state suffered the second-most casualties in the hijacked airliner attacks on New York and Washington, which killed nearly 3,000 people. "These esoteric, intellectual debates?I want them to come to New Jersey and sit across from the widows and the orphans and have that conversation. And they won't, because that's a much tougher conversation to have."

Paul responded Friday on Twitter, saying Christie "worries about the dangers of freedom. I worry about the danger of losing that freedom. Spying without warrants is unconstitutional."

For Republicans, the national security debate offers a window into an evolving party that nearly a decade ago re-elected President George W. Bush, in part, on the basis of his administration's hard-line response to the terror attacks and use of tools provided by the USA Patriot Act, which gave the administration the powers to search records and conduct roving wiretaps in pursuit of terrorists. It also serves notice that whoever hopes to claim the GOP nomination in 2016 may need to fuse factions within the party on national security.

The exchange followed a fight this week in Congress over the National Security Agency's collection of hundreds of millions of U.S. phone records, where libertarian-leaning conservatives and liberal Democrats sought to undo the NSA program that they contend is an affront to civil liberties. The House narrowly defeated the attempt to restrict the surveillance, with some Republicans questioning whether their adversaries had forgotten the lessons of 2001.

The House vote came in the weeks after former NSA systems analyst Edward Snowden leaked classified documents that exposed the government's secret surveillance activities. And it followed Paul's nearly 13-hour filibuster in March over President Barack Obama's pick to lead the CIA, a fight that focused attention on the president's use of aerial drones to kill suspected terrorists and concerns the unmanned aircraft could be used in the United States to target suspects who are American citizens.

Doug Stafford, a top adviser to Paul, said in a statement that if Christie "believes the constitutional rights and the privacy of all Americans is 'esoteric,' he either needs a new dictionary, or he needs to talk to more Americans, because a great number of them are concerned about the dramatic overreach of our government in recent years."

Republicans have said the libertarian strain within their party has been galvanized by what they call a large, more intrusive government under Obama, pointing to the health care overhaul, probes by the IRS into political groups and the Snowden affair. Yet the internal debate in the months after Obama's re-election underscores a party figuring out a new approach to foreign policy as long wars in Iraq and Afghanistan come to a close and many Americans express hesitation about future foreign entanglements.

Republican consultants based in early presidential voting states said there is an undeniable growing wave of libertarianism within the GOP that has already begun to reshape the political debate as candidates begin to jockey for position three years before the next presidential contest.

South Carolina-based Republican operative Hogan Gidley said there are risks?both for candidates like Christie who criticize the libertarian movement and for candidates like Paul who embrace it. "You can't ignore the libertarian movement. And if you do, you do it at your own peril," said Gidley, a senior aide on Rick Santorum's 2012 presidential campaign.

But he said some libertarian policies?particularly those that would aggressively scale back spending on defense and foreign policy?could scare away voters, as was the case of former presidential candidate Ron Paul, the senator's father, who placed fourth in South Carolina's last presidential primary.

Yet Rand Paul's libertarian approach remains popular among influential Republican activists. Former New Hampshire GOP chairman Jack Kimball, who is active in the party's 'liberty movement,' said Christie "went overboard on this. He's got to tone this down. A lot of people in this country are upset with the breadth and scope of what the NSA is doing."

Christie, who is running for re-election this year and considered a formidable potential 2016 candidate, made his comments at an event sponsored by the Aspen Institute that also featured Republican governors Bobby Jindal of Louisiana, Scott Walker of Wisconsin and Mike Pence of Indiana, all of whom have been discussed as potential White House aspirants.

Asked whether the party had become more libertarian, Jindal said it was a "good thing" and in part, a reaction to Obama's policies. "You've got a lot of voters ... who are saying, 'I'm tired of the government telling me how to live my life.'" Walker spoke of the need to make fewer Americans dependent upon government services like unemployment benefits and Medicaid.

But Christie, who was appointed by Bush as U.S. attorney in New Jersey one day before the 2001 attacks, warned that the public would not look kindly upon lawmakers who seek to undercut national security efforts if another terror attack struck American soil.

"The next attack that comes, that kills thousands of Americans as a result, people are going to be looking back on the people who were having this intellectual debate and wondering whether" they knew that their first job was to defend the homeland, he said.

How Republicans deal with the debate could shape the party's future after losing the popular vote in five of the past six presidential elections.

"It's a mistake to try to drive anybody out when you're losing," said Sal Russo, chief strategist for the Tea Party Express. "I think you need to tolerate those different viewpoints."

The latest example: She's investing in a new Silicon Valley-based media startup called Ozy Media.?

Ozy Media is run by Carlos Watson, a former MSNBC anchor, Miguel Helft at Fortune reports.

The full Fortune story on Ozy is behind a paywall, but the short description of Ozy is that it wants to produce a "premium product with mass appeal" by doing "quality writing, smart storytelling and arresting design," says Helft.

Ozy is backed by other big names including mega-angel investor Ron Conway, Google legal counsel David Drummond, and Dan Rosensweig, CEO of textbook rental company Chegg.

Watson hopes that by focusing on the premium end, Ozy will become something people love?"in the way Apple fans truly love Apple, or in the way HBO fans have loved HBO."

Helft also says Watson plans to appeal to the "change generation," which is supposed to be "a class of informed, worldly people who thrive on change," according to Helft. Watson says,?"They're a group that won't just tolerate things that are different but embrace things that are different."

We'll see how it goes, but based on this little bit of information it doesn't sound good. Media (especially if it's venture-backed) is about scale. Doing just a few stories a day doesn't lend itself to scale. And the "change generation" just sounds like a mushy buzz phrase that means nothing.?

RIO DE JANEIRO (AP) ? Pope Francis has issued a sharp criticism of the Catholic Church's failure to keep its Latin American flock from straying to evangelical churches. He's challenging the region's bishops to be closer to their people to understand their problems and offer credible solutions.

During a luncheon with the region's bishops Saturday, Francis took a direct swipe at the "intellectual" message of the church that so characterized the pontificate of his predecessor, Benedict XVI. He said ordinary people simply don't understand such lofty ideas and need a simpler message of love, forgiveness and mercy.

He asked bishops to reflect on why millions of Catholics have left the church for charismatic Pentecostal congregations that have grown exponentially in recent decades.

France Backs Argentina in Debt Case at Supreme Court

PARIS--The French government said Friday it is supporting Argentina's U.S. Supreme Court appeal in a closely watched case involving hedge funds that are trying to collect on the South American country's defaulted debt.

French finance minister Pierre Moscovici said in statement that France will intervene as amicus curiae in favor of Argentina's June 24 petition before the Supreme Court.

Argentina is asking the Supreme Court to review the Second U.S. Circuit Court of Appeals's ruling last October that ordered the South American country to pay more than $1.3 billion to hedge funds that are suing for full repayment on defaulted bonds.

Mr. Moscovici said France's intervention is not specifically linked to the Argentina case. Rather, Paris fears that the decision to order Argentina to pay could dissuade other creditors from participating in restructuring sovereign debt in the future.

"The principle of ordered and negotiated sovereign debt restructuring, particularly those carried out by the Paris Club, could be affected," Mr. Moscovici said in a statement.

The decade-old legal saga stemming from Argentina's $100 billion default in 2001 has come to involve the International Monetary Fund and the U.S.

On Tuesday, the IMF backed away from a plan to support Argentina's appeal. The IMF said Managing Director Christine Lagarde withdrew her recommendation for a high-court brief after U.S. Treasury officials said it wasn't the right time for the fund to get involved in the case.

The Supreme Court won't decide until this fall whether to hear Argentina's appeal.

So far, Argentina has restructured about 93% of its defaulted debt.

If Argentina is forced to pay the holdouts, it may not be able to pay creditors that have consented to debt-restructuring efforts in the past, Mr. Moscovici said.

"France's decision aims to alert the Supreme Court of the possible implications of its decision for the good functioning of the international financial system," he said.

College hoops doubleheader will benefit Coaches vs. Cancer

Marcus Smart knows firsthand the impact cancer can have on a family.

He was just 9 when his 33-year-old brother, Todd, died after battling leukemia.

The Oklahoma State star sophomore guard will pay tribute to his brother when his Cowboys face Colorado as part of the MGM Grand Showcase on Dec. 21. Proceeds from the college basketball doubleheader, which also features New Mexico playing Marquette, will go to Coaches vs. Cancer.

?It?s a big-time game for us and for an important cause,? said Smart, who spent the first part of this week training with USA Basketball at UNLV?s Mendenhall Center. ?When you lose someone to cancer the way I did with my brother, it stays with you forever. So if we can raise money to help fight (cancer), count me in.?

Tickets, priced from $30 to $250, go on sale at 10 a.m. today at Ticketmaster.com and at all Ticketmaster outlets. Both games will be televised nationally ? New Mexico-Marquette on ESPNU and Colorado-Oklahoma State on ESPN2.

Smart surprised many people by electing to return to Oklahoma State for his sophomore season. But he intends to turn pro after this coming season and hopes to be invited back to USA Basketball?s Las Vegas training camp as it prepares for the FIBA Basketball World Cup to be played in Spain next summer.

?I?m grateful for getting the chance just to practice with the team,? he said. ?It?s amazing how good these guys are.?

Colorado coach Tad Boyle kiddingly said he might have campaigned to play Marquette or New Mexico if he had known Smart was coming back. Instead, Boyle hopes the games will draw a big crowd to the MGM Grand Garden.

?Everybody has someone in their lives who has been impacted by cancer,? Boyle said. ?And if we can come out on Dec. 21 and put on a good show for the fans and raise some money for Coaches vs. Cancer, that?s what it?s all about.?

The Dec. 21 event is an offshoot of the Coaches vs. Cancer golf tournament former UNLV basketball coach Lon Kruger started several years ago. Kruger, who is beginning his third year at Oklahoma, was at the MGM Grand on Wednesday and said he hopes to bring the Sooners to the event in the next couple of years.

?We would love to play in this,? Kruger said. ?We?ve had great response to the golf tournament, and it would be great to see the community get behind this event.?

Since the nationwide program was founded in 1993, Coaches vs. Cancer has helped raise over $87 million for the American Cancer Society. First-year New Mexico coach Craig Neal said a Las Vegas version of the Coaches vs. Cancer game should help raise awareness of the National Association of Basketball Coaches? cause.

?This is the perfect place to do this because people love coming to Vegas, and they?re going to see some great basketball,? Neal said. ?The fact we?re raising money to help fight cancer makes it all the more reason to get behind this.?
