TEHRAN, Iran (AP) ? Iran's election overseers removed potential wild-card candidates from the presidential race Tuesday, blocking a top aide of outgoing President Mahmoud Ahmadinejad and a former president who revived hopes of reformers.

Their exclusion from the June 14 presidential ballot gives establishment-friendly candidates a clear path to succeed Ahmadinejad, who has lost favor with the ruling clerics after years of power struggles. It also pushes moderate and opposition voices further to the margins as Iran's leadership faces critical challenges such as international sanctions and talks with world powers over Tehran's nuclear program.

The official ballot list, announced on state TV, followed a nearly six-hour delay in which the names were kept under wraps. That raised speculation that authorities allowed some time for appeals by the blackballed candidates and their backers to Supreme Leader Ayatollah Ali Khamenei, who has final say in all matters.

But the official slate left off two prominent but divisive figures: former President Akbar Hashemi Rafsanjani and Ahmadinejad protege Esfandiar Rahim Mashaei. The decision also appeared to remove many potential surprise elements in the race, including whether Rafsanjani could revitalize the reform movement or if Ahmadinejad could play a godfather role in the election with his hand-picked political heir.

Instead, the eight men cleared by the candidate-vetting Guardian Council included high-profile figures considered firm and predictable loyalists to the ruling Islamic establishment, such as former Foreign Minister Ali Akbar Velayati, Tehran Mayor Mohammad Bagher Qalibaf and Iran's top nuclear negotiator, Saeed Jalili.

Just one approved candidate, Mohammad Reza Aref, might draw some moderate appeal because of his role as vice president under former reformist President Mohammad Khatami.

The rest of the choices, at the very least, would create a possibly seamless front between the ruling clerics and presidency after years of political turmoil under Ahmadinejad, who tried to challenge the theocracy's vast powers to make all major decisions and set key policies. Iran's presidency, meanwhile, is expected to convey the ruling clerics' views on the world stage and not set its own diplomatic agenda.

Mashaei called the decision unfair and said he will appeal to Khamenei. "God willing this will be resolved," semiofficial Fars news agency reported late Tuesday.

Rafsanjani did not comment, but his supporters denounced the decision on social media.

While the election is not expected to bring major shifts in Iran's position on its nuclear program ? which Tehran insists is peaceful despite Western fears it could lead to atomic weapons ? it could open opportunities to renew stalled talks with a six-nation group that includes the U.S.

On Tuesday, Foreign Ministry spokesman Abbas Araqchi said Iran's nuclear stance will "not change either before or after the election."

The ballot rejection of Mashaei brought little shock.

He has been badly tarnished by Ahmadinejad's feuds with the ruling clerics. Hard-liners have denounced Mashaei as part of a "deviant current" that seeks to undermine the country's Islamic system ? which made ballot approval highly unlikely.

This leaves Ahmadinejad politically orphaned going into the final weeks in office. He still has significant public support and could try to bargain with other candidates or break away and start his own political movement.

Few powerful voices came to Mashaei's defense in a sign of Ahmadinejad's fallen fortunes. But the case for Rafsanjani was more complicated.

His unexpected decision for a comeback bid ? 16 years after leaving office ? jolted hard-line foes and was cheered by beleaguered reformists and liberals after years of crackdowns.

Rafsanjani faced a barrage of attacks in the past week from powerful critics who suggested the 78-year-old does not have the stamina for the presidency and is disgraced for criticizing the heavy-handed tactics used to crush protests following Ahmadinejad's disputed re-election in 2009.

Rafsanjani's youngest daughter, Faezeh, was released from jail in March after serving a six-month sentence in connection with the postelection chaos. His middle son, Mahdi, also is to stand trial in coming weeks for his alleged role in the riots.

Late Monday, authorities closed down the Tehran headquarters of Rafsanjani's youth supporters.

But Rafsanjani still carries a legacy with a sweeping reach.

Moderates see him as a pragmatist who can deal deftly with the West and use his skills as patriarch of a family-run business empire to help repair Iran's economy, battered by sanctions and mismanagement. Others, even ideological foes, respect his high-profile role in the 1979 Islamic Revolution as the closest confidant of its spiritual leader, Ayatollah Ruhollah Khomeini.

In a sign of possible lobbying on Rafsanjani's behalf, he received apparent support from some influential members of the Assembly of Experts ? the only group with the power to dismiss the supreme leader. Rafsanjani was pushed out as the group's chairman after failing to get enough support to leverage possible concessions from Khamenei on the 2009 postelection clampdowns.

One member, Ayatollah Mohieddin Haeri Shirazi, sent a letter to Khamenei saying "omitting a prominent figure from the election was incompatible" with giving wide choices to voters, the semiofficial ISNA news agency reported.

Another assembly member, Ayatollah Mohammad Vaez Mousavi, told the semiofficial ILNA news agency that Rafsanjani's age is not a weak point and many Iranian leaders "accepted responsibilities when they were quite old."

Prominent political analyst Saeed Leilaz said the "intensified defamation campaign" suggested worry among hard-liners that Rafsanjani had a real potential to rally moderates and others and win the election.

"What matters today is who can save the country's economy," he said, "Who has a plan to take Iran away from isolation and improve living conditions."

SAN DIEGO (AP) ? Jason Marquis combined with four relievers on a four-hitter to win his fifth straight start and Will Venable homered to lead the San Diego Padres to a 4-2 win against the NL Central-leading St. Louis Cardinals on Monday night.

Marquis (6-2) has won five consecutive starts for the first time since 2007 with the Chicago Cubs. He allowed two runs, one earned, on three hits in six innings while striking out three and walking four.

The Cardinals tied it in the second when Headley, San Diego's Gold Glove third baseman, booted Miller's bases-loaded grounder for an error, allowing Yadier Molina to score. The Cardinals added a run in the third when Carlos Beltran hit a leadoff double, advanced on Matt Holliday's single and scored on Allen Craig's double-play grounder.

WASHINGTON (AP) ? The Obama administration says more doctors and hospitals are embracing technology as adoption of computerized medical records reaches a "tipping point" in America.

A report Wednesday from Health and Human Services says more than 50 percent of doctors' offices and 4 in 5 hospitals have transitioned from paper to electronic records, thanks partly to more than $14 billion in government incentive payments.

The hope is that electronic records will make caring for patients safer and less costly, by helping avoid mistakes and cutting down on duplication.

But others say there's still a long way to go. An outside group's report last year found little progress in getting medical computers in different offices to talk to each other. Concerns have also surfaced about patient privacy and vulnerability to fraud.

As pointed out by Manish Mehta of the New York Daily News, that falls in the middle of the team?s mandatory minicamp.? If Goodson misses practice to attend the hearing, the Jets could penalize Goodson, at a minimum with a fine.

The problem for the Jets would be the plain language of Article 4, Section 9 of the 2011 Collective Bargaining Agreement.? While the revised terms expand the situations in which all or a portion of a player?s signing bonus can be recovered, the provision makes no reference to partial reimbursement arising from a missed mandatory minicamp practice.? Instead, the forfeiture process begins in training camp, and applies more forcefully in the regular season.

But the Jets can?t recover money from Goodson unless he?s still on the roster.? That?s why the Falcons never released Mike Vick after he was incarcerated for dogfighting in 2007; to recover bonus money paid to Vick (and to get the cap credit that goes along with it), the Falcons had to hold their nose and refrain from cutting Vick.

For the Jets, the far better approach to the Goodson conundrum would be to stop channeling Clark Kent and explain in blunt, candid terms that there?s only one way to make a player answer financially for off-field misconduct ? by keeping him on the roster while the legal process unfolds.

Of course, that kind of candor could open the Jets up to criticism that they?re more concerned about money than doing the right thing.? But if the plan will be to keep Goodson around in order to eventually recover money from him, why not remove the confusion regarding the reason for not cutting him loose?

Graying China taps rural elderly to care for those even older

QIANTUN, China (Reuters) - Two years short of 70, Zhang Guosheng spends his days caring for an 81-year-old fellow villager - washing his clothes, bringing meals to his bed, and keeping him company - a routine he'll keep up until he himself needs the type of care he is now giving.

"Living here is better than staying at home alone. We help each other and have a common language," said the spritely Zhang, an enthusiastic dancer. "We are very happy here."

With younger villagers who would traditionally have looked after their parents and grandparents flocking to the booming cities to seek work as part of Beijing's urbanization drive, Qiantun village in northern China's Hebei province has had to pioneer a new model - the old looking after the even older.

Surrounded by green wheat fields that stretch across a flat plain, Qiantun is unremarkable among countless rural Chinese communities, but its old-age care model is now a prototype cited by central government as a solution to the daunting challenge of caring for a vast and rapidly greying rural population.

One of every four Chinese will be older than 60 by 2030, according to the Ministry of Civil Affairs.

Massive rural-to-urban migration will further strain the rural areas' ability to provide care for the elderly, as personal savings and family support remain the primary pillars of old-age care.

"Migrants to urban areas are mainly young adults, leaving mostly the elderly in villages with children," said Wang Dewen, an expert with the World Bank's Beijing office. "The formal eldercare system in rural areas is very weak, and basically a blank spot in many places."

As a result, the gap between the number of elderly in rural and urban areas is expected to balloon over the next 15 years, to 11 percentage points from today's 1.24 percentage points, the ministry projects.

The costs of caring for China's rapidly expanding elderly population are likely to be too heavy a burden for the government, forcing Beijing to find cost-effective and creative ways to provide care in myriad localities. The self-help model practiced among the 1,500 residents of Qiantun offers a cheaper and streamlined alternative to a state-run system.

More than 95 percent of China's rural elderly still adhere to the traditional practice of seeking old-age care within their families, Wang said. But families are no longer able to cope, with youth and even middle-aged people heading to cities to find work, leaving the elderly behind to fend for themselves.

THE "LIGHT" OF FEIXIANG

In their search for affordable eldercare models, Beijing's leaders have turned their attention 450 km (280 miles) to the south in Hebei's Feixiang county, where Qiantun lies. The practice of old people taking care of each other posed a simple and attractive solution.

Labeled "mutual assist eldercare", the Feixiang model is set to be expanded to the rest of rural China, with 3 billion yuan ($490 million) set aside by the central government to get it started over the coming three years.

"The light of Feixiang will shine across China," Li Liguo, minister of civil affairs, declared enthusiastically during a trip to Feixiang in 2011. "Feixiang has set an example for the whole country."

But not everyone is as optimistic about the model.

"As people get older, they don't tend to get healthier. So if you have somebody in their sixties caring for somebody in their nineties, are they going to be able, and trained and strong enough themselves to care for somebody who has chronic conditions?" said Tony Buccheri, a manager with Right at Home International, a U.S.-based senior home care provider that offers services in China through a partner.

Buccheri's concern echoes that of Cai Qingyang, pioneer of the model and Qiantun's village chief.

"Old people with critical illnesses need more than the very basic care provided here, and we will have to think of other ways to care for them," said the 61 year-old former soldier Cai, watching several old villagers dancing in the yard.

"But this really is the only feasible way given the local elder care situation. The village and the government simply can't afford proper institutional care for every aged rural resident," Cai added.

In 2008, Cai sought to do something about the lack of care for rural elderly left behind as young adults sought better paying work in cities. He turned an abandoned brick house into an old-age home, where 25 elderly villagers moved into 11 rooms, keeping each other company, sharing meals, as well as farming and doing housework.

His innovation has thrived under state support and more than a dozen other provinces have replicated the model.

OLD BEFORE RICH

What separates China's ageing pattern from that in other Asian societies such as Japan, South Korea and Singapore is that the country is still relatively poor on a per capita basis. The phrase "getting old before rich" reflects the fact that even though China's economic growth remains robust, its demographics work against it.

Those in the emerging middle class have more options among at-home care providers, and public as well as private senior homes, and are more likely to find them affordable.

The rural elderly have fewer resources and fewer choices, while youth migration patterns unstitch the traditional family safety net. And despite years of efforts by China's leaders, the income gap between urban and rural residents has increased. A report published by the World Bank last year noted that rural elderly have "remained consistently poorer than the urban elderly over time".

Nor is that likely to change. Two-thirds of elderly Chinese currently live in rural areas, and although migration patterns cloud demographic estimates, many demographers believe the majority of China's elderly will remain in the countryside.

To meet the challenge, says the World Bank's Wang, China must make its urbanization an equalizer of basic social services for urban and rural residents. To do that, he adds, it must reform the household registration system that ties social services to people's registered home, to facilitate family migration to cities and receive care there.

But in the short term, rural areas such as Qiantun, which has three times as many elderly residents as young adults, can only make do with the resources they have. The government provides 600 yuan ($97.68) a year in subsidies for each of the 30 elderly Qiantun villagers at the centre. Their average age is 75.

By contrast, offering professional care at an old-age care institution would cost a minimum of ten times as much, 6,000 yuan a year, according to government estimates, offset by a mere 120 yuan annual subsidy from the government.

At the Qiantun villager centre, "old" Zhang, as he is known, talks about the future as he brings a bowl of dumplings and medicine to the bedside of his charge, bedridden by a broken thigh bone.

"He can't move around now, I help him," said a still spry Zhang. "When I can't move, someone will also care for me."

NEW YORK (Reuters) - Greenwich Village, the birthplace of the U.S. gay rights movement, remained in shock on Sunday over the shooting death of a gay man by a gunman who police said uttered anti-gay slurs before targeting the victim.

Mark Carson, 32, was shot dead in Greenwich Village around midnight on Friday in what police are calling a hate crime. Others say it could be a backlash against the recent advance of gay marriage laws across the United States.

The Manhattan neighborhood has long been a haven for bohemians and artists, and its Stonewall Inn has been a landmark for gay rights since a 1969 clash when patrons of the gay bar resisted a police raid.

Sympathizers built a shrine to Carson on Sunday, leaving cards, candles and flowers at the spot where he was killed, on Sixth Avenue at Eighth Street.

"This is supposed to be like the world's capital where it's OK to be gay," said Josh Steinman, 42, who paused for a moment in front of the memorial.

The attack marked the 22nd anti-gay hate crime in New York City this year, compared to 13 incidents at this time last year, New York City Police Commissioner Raymond Kelly said.

"It's clear that victim here was killed only because, and just because, he was thought to be gay," Kelly told reporters on Sunday. "There's no question about that. There were derogatory remarks. This victim did nothing to antagonize or instigate the shooter. It was only because the shooter believed him to be gay."

A suspect identified as Elliot Morales, 33, was arrested on a charge of second degree murder as a hate crime shortly after the shooting. He is being held without bail and two of his companions are cooperating with police, Kelly said.

"I can't believe that something like that happened in the Village," said Carmine Tzavis, 40, a bartender at Stonewall Inn.

The police commissioner stopped short of confirming an increase in anti-gay attacks because, he said, hate crimes are typically underreported, so the data are skewed.

People in the Village said they were alarmed and feared the violence may have been sparked by the rapid passage of gay marriage laws.

On Tuesday, Minnesota Governor Mark Dayton signed a bill making his state the 12th to allow same-sex couples to marry.

"I seem to think it's an overreaction to the marriage equality stuff," said Brian Kennedy, 56, who came to the crime scene on Sunday to pay his respects.

Kennedy, who is gay, said he moved to New York from Atlanta in 1991 because he believed the city would be more accepting. Now he has his doubts.

"Getting beat up is one thing. Getting shot point-blank in the face is another," Kennedy said.

The Anti-Violence Project has organized a march and vigil at the crime scene on Monday.

A spokesman for the anti-defamation group GLAAD called the killing "a stark and sobering reminder of the rife homophobia that still exists in our culture."

"Until we rid our society of the discrimination that allows us to be seen as inferior and less than human, we will never truly be safe, even in one of the most accepting cities in the world," spokesman Wilson Cruz said in a statement.

"If there was no chance, you wouldn't do it," said New Jersey attorney Rubin Sinins, who represented five construction workers who claimed a colleague cheated them out of a share of a multimillion-dollar lottery jackpot.

It seems simple enough: Just correctly pick five white balls out of a drum of 59 and one red one out of a drum of 35.

However, the odds of a single $2 ticket hitting the correct combination are about 1 in 175.2 million. That's slightly less likely than randomly drawing the name of one specific female in the United States: 1 in 157 million, according to the last census.

With such an astronomic payoff available for the lucky ticket holder, some buyers are content to settle for just a share of the winnings.

In Houston, city firefighter John Paetow and a dozen of his colleagues kicked in $10 each for the drawing, as they do occasionally when a the stakes soar into the lottery stratosphere.

"With firemen it's a camaraderie thing," said Paetow, 59. "It just makes sense to pool our money; it buys more tickets, gives us a better chance of winning."

Even if Saturday's drawing doesn't top last year's Mega Millions jackpot, it's already the highest in Powerball history, surpassing that game's $587.5 million record set in November 2012.

A major reason for the sales surge is that last month, Powerball landed the nation's most populous state as California joined 42 others that offer the game. California lottery director Robert O'Neill said the state had brought "sunshine and good fortune" to Powerball.

The Multi-State Lottery Association conducts the drawing live Saturday night from Tallahassee, Fla. The balls are weighed and X-rayed, and there are practice runs before the official televised version.

'Over 20 lecturers, relations kidnapped in Delta varsity' - Vanguard

CHAIRMAN, Academic Staff Union of Universities, ASUU, Delta State University, DELSU, Abraka branch, Dr. Emmanuel Mordi, at the weekend, said at least 20 lecturers, their spouses and relations, had been kidnapped in the last two years by gunmen.

He stated this in Abraka while briefing the Commissioner of Police in the state, Mr. Ikechukwu Aduba, who visited the university, just as the Vice Chancellor, Prof Eric Arubayi, confirmed that the university and Abraka community were under siege.
Aduba, however, explained the role police were playing to stem crime in the state, especially in the university community, and pleaded for support in passing useful information to the police.

Mordi, worried by the manner kidnappers had zeroed-in on lecturers, feared they might destroy the academic environment.

He made particular reference to a lecturers in science education, Dr. (Mrs) Mercy Mokobia, kidnapped, on April 9, at about 1.00a.m. in her bedroom and has not been found till date, as well as Dr. Ugochukwu Uzuegbe, abducted, on May 9, in Edo State, but regained freedom after payment of ransom.

His words, ?It is unfortunate and very frightening that it has become our lot in recent years to be saddled with the burden of combating kidnapping and related nefarious acts which have posed? danger to the security of lives and property of our members?.
He regretted that since 2011, ASUU members had been in constant danger of losing their lives to kidnappers and armed bandits.

Aduba took time to explain the measures police had taken to secure the academic community and how it traced the kidnappers of Mokobia to Ozoro, where one of the suspected kidnappers was shot dead and three of the female members arrested with part of the ransom collected by the gang.

He said the police were doing everything to locate the lecturer while detectives were trailing the two fleeing suspects.

The police boss, however, vowed to crush kidnappers and warmed that any building owned by kidnappers or used to hold victims hostage would be demolished.

EF-4 Tornadoes Are Rare For North Texas

GRANBURY (CBSDFW.COM) - It was the deadliest tornado outbreak in North Texas in over 30 years, and Granbury was the hardest-hit area in all of DFW. The National Weather Service estimated that 16 twisters landed across North Texas, and some of them were EF-4 tornadoes.

What does that mean?

Storms of that strength are extremely rare. In the last 50 years, North Texas has only seen six EF-4 tornadoes, about one each decade. And even the total number of twisters was rare. In the last 50 years, there have only been seven days with 10 or more tornadoes.

The six fatalities on Wednesday made it the deadliest North Texas tornado day since April 1982, when a storm ripped through Paris.

A survey team from the National Weather Service walked through the damage on Thursday to determine the classification information. They look at several factors when trying to determine the strength of any particular storm. An EF-4 tornado has winds over 200 mph, and there can be signs that such a strong storm has passed through a neighborhood.

The survey team looked for the total loss of well-built homes and business structures, and large trucks that were either flipped repeatedly or moved short distances. They also looked for trees that were debarked and snapped close to the ground, or uprooted altogether.

An EF-4 tornado levels homes and practically requires a storm shelter in order to survive. And when you look at some of the damage done by these powerful twisters on Wednesday, it is almost unbelievable that there were not more deaths.

Official: Broken rail eyed in Conn. train crash

BRIDGEPORT, Conn. (AP) ? The commuter train derailment and collision that left dozens injured outside New York City was not the result of foul play, officials said Saturday, but a fractured section of rail is being studied to determine if it is connected to the accident.

National Transportation Safety Board member Earl Weener said Saturday the broken rail is of substantial interest to investigators and a portion of the track will be sent to a lab for analysis.

Weener said it's not clear if the accident caused the fracture or if the rail was broken before the crash. He said he won't speculate on the cause of the derailment and emphasized the investigation was in its early stages.

Seventy-two people were sent to the hospital Friday evening after a Metro-North train heading east from New York City derailed and was hit by a train heading west from New Haven. Most have been discharged.

Officials earlier described devastating damage and said it was fortunate no one was killed.

"All of the injured people described the really harrowing experience of having the train jolt to a stop, the dust, darkness, other kinds of factors that made it particularly frightening," said U.S. Sen. Richard Blumenthal, who visited several patients in the hospital.

Blumenthal said a Metro-North conductor helped passengers despite her own injuries.

"Her story is really one of great strength and courage helping other passengers off the train in spite of her own very severe pain," Blumenthal said. "She eventually had to be helped off herself."

The crash damaged the tracks and threatened to snarl travel in the Northeast Corridor. The crash also caused Amtrak to suspend service between New York and Boston.

"The damage is absolutely staggering," Blumenthal said, describing the shattered interior of cars and tons of metal tossed around. "I feel that we are fortunate that even more injuries were not the result of this very tragic and unfortunate accident."

U.S. Sen. Chris Murphy said it was "frankly amazing" people weren't killed on scene.

Both said new Metro-North Railroad cars built with higher standards may have saved lives.

Metro-North said train service will remain suspended between South Norwalk and New Haven until further notice. Railroad officials said rebuilding the two tracks and restore train service "will take well into next week."

"We want our customers to know that while you travel on Metro-North, you can remain confident that your safety, and the safety of our employees, is always the first priority in everything we do," said Howard Permut, President of MTA Metro-North Railroad.

NTSB investigators arrived Saturday and are expected to be on site for seven to 10 days. They will look at the brakes and performance of the trains, the condition of the tracks, crew performance and train signal information, among other things.

When the NTSB has concluded the on-site phase of its investigation, Metro-North will begin to remove the damaged rail cars and remaining debris. The process requires specialized, heavy equipment that will be in place by Sunday, officials said. Only after the damaged train cars have been removed can Metro-North begin the work of rebuilding the damaged tracks and overhead wires.

"It is a significant undertaking that could take days to complete," MTA said in a statement.

The NTSB has allowed Metro-North to begin removing some of the track and wire from the scene.

Gov. Dannel P. Malloy said commuters should make plans for alternative travel through the area and urged them to consult the state Department of Transportation website for information.

Weener said data recorders on board are expected to provide the speed of the trains at the time of the crash and other information.

"Our mission is to understand not just what happened but why it happened and determine ways of preventing it from happening again," Weener said.

About 700 people were on board the Metro-North trains when one heading east from New York City's Grand Central Terminal to New Haven derailed at about 6:10 p.m. just outside Bridgeport, transit and Bridgeport officials said. Passengers described a chaotic, terrifying scene of crunching metal and flying bodies.

A spokeswoman for St. Vincent Medical Center said late Saturday that 46 people from the crash were treated there, with six of them admitted. All were in stable condition, she said.

A Bridgeport Hospital spokesman said 26 people from the crash were treated there, with three of them admitted. One was in critical condition and two were in stable condition, he said. The other 23 were released.

Bridgeport Mayor Bill Finch said the disruption caused by the crash could cost the region's economy millions of dollars.

Passenger Frank Bilotti said he was returning from a business trip in Boston on the westbound train when it crashed.

"Everybody was pretty much tossed around," said Bilotti, 53, of Westport, who wasn't injured other than a sore neck.

Firefighters used ladders to help people evacuate after the derailed cars dug into the banks of the tracks, Bilotti said.

"There were people on stretchers," he said. "There were people lying on the ground."

Blumenthal credited first responders, saying their "quick reactions and heroic efforts undoubtedly saved lives."

The MTA operates the Metro-North Railroad, the second-largest commuter railroad in the nation. The Metro-North main lines ? the Hudson, Harlem, and New Haven ? run northward from New York City's Grand Central Terminal into suburban New York and Connecticut.

At Grand Central, Frances Liu and her family were trying to get to New Haven, where Liu is graduating from Yale. A train could get them only as far north as Stamford.

"And then we'll rent a car and drive," she said.

Liu's parents had flown in from China for her graduation and were touring the country around her commencement. But the car-rental plan could face a snag ? Liu never got a driver's license, although her parents had their Chinese licenses.

"My mom can drive. So I hope it'll be OK!" Liu said as she rushed off to decide on a train.

The last significant train collision involving Metro-North occurred in 1988 when a train engineer was killed in Mount Vernon, N.Y., when one train empty of passengers rear-ended another, railroad officials said.

THE HAGUE, Netherlands (AP) ? The European Union is calling for action to counter discrimination and violence against homosexuals after a major survey revealed many gays are living in fear across the 27-nation bloc.

Morten Kjaerum of the EU Agency for Fundamental Rights says action is needed "to break down the barriers, eliminate the hate and create a society where everyone can fully enjoy their rights."

The survey of 93,000 lesbian, gay, bisexual and transgender people showed that more than 80 percent of the group are verbally abused or bullied at school, nearly one in five feel discriminated against when seeking work and a quarter of the people have been attacked or threatened in recent years.

The survey was released Friday at a conference in The Hague, Netherlands, on the International Day against Homophobia.

How the Shock in New Oil Production Could Be the World's Greatest ...

?Shockwave,? ?revolution,? ?bonanza,? and ?paradigm shift.?

These are just some of the provocative words in the Medium Term Oil Market Report-2013 that was just released by the International Energy Agency (IEA).

I don?t think I?ve ever read a more enthusiastic and fervent document from a government body in my life.

The IEA is an organization funded by 28 countries that was created after oil prices skyrocketed in 1973 and 1974. As policy, the agency doesn?t forecast oil prices.

The IEA?s executive director, Maria van der Hoven, said, ?North America has set off a supply shock that is sending ripples throughout the world.? (Source: ?Supply shock from North American oil rippling through global markets,? International Energy Agency web site, last accessed May 15, 2013.)

The IEA forecasts the North American oil supply will grow by 3.9 million barrels of oil per day (mbopd) from 2012 to 2018. That?s significant.

But the biggest gain of all, according to the IEA, will be in global oil refining capacity, which is expected to surge by 9.5 mbopd over the next five years, led by China and the Middle East.

The report said that higher oil prices over the past few years provided the backdrop for the ?revolution.? Lofty oil prices helped make fracturing technology (used to extract oil from under rock) and Canadian oilsands production economically viable.

What?s most interesting (and worrisome) is that the report said the supply ?revolution? is transforming the global supply chain, but that future economic growth related to the global oil industry will be strongest in commercial storage capacity and global hubs to support long-haul crude oil. The ripples that van der Hoven is referring to have serious consequences?and not just for oil prices.

The report implies that the North American production boom, may only be that. With oil prices where they are (or better) much of the new hydrocarbons are going to get sent directly overseas.

The benefits of the oil and gas resurgence (refining, new infrastructure, jobs, spin-offs, the chance for lower oil prices, and lower prices at the pump) could essentially be shipped overseas.

There are infrastructure benefits (and costs) occurring now because of the oil and gas build-out. Oil prices recently strengthened.

The IEA said that every aspect of the global energy industry will experience some degree of ?transformation? over the next five years.

I believe it. But if the ?bonanza? simply gets shipped overseas, a huge opportunity will be lost.

The IEA and Exxon Mobil Corporation (NYSE/XOM) predict North America will become a net energy exporter by 2030.

When I read this report from the IEA and considered what it hinted at, it made me think how important it is not to give away the store.

Energy in all its forms (and alternative energy) has so much potential to help revitalize the U.S. economy.

Human skin cells converted into embryonic stem cells: First time human stem cells have been produced via nuclear transfer

May 15, 2013 ? Scientists at Oregon Health & Science University and the Oregon National Primate Research Center (ONPRC) have successfully reprogrammed human skin cells to become embryonic stem cells capable of transforming into any other cell type in the body. It is believed that stem cell therapies hold the promise of replacing cells damaged through injury or illness. Diseases or conditions that might be treated through stem cell therapy include Parkinson's disease, multiple sclerosis, cardiac disease and spinal cord injuries.

The research breakthrough, led by Shoukhrat Mitalipov, Ph.D., a senior scientist at ONPRC, follows previous success in transforming monkey skin cells into embryonic stem cells in 2007. This latest research will be published in the journal Cell online May 15 and in print June 6.

The technique used by Drs. Mitalipov, Paula Amato, M.D., and their colleagues in OHSU's Division of Reproductive Endocrinology and Infertility, Department of Obstetrics & Gynecology, is a variation of a commonly used method called somatic cell nuclear transfer, or SCNT. It involves transplanting the nucleus of one cell, containing an individual's DNA, into an egg cell that has had its genetic material removed. The unfertilized egg cell then develops and eventually produces stem cells.

"A thorough examination of the stem cells derived through this technique demonstrated their ability to convert just like normal embryonic stem cells, into several different cell types, including nerve cells, liver cells and heart cells. Furthermore, because these reprogrammed cells can be generated with nuclear genetic material from a patient, there is no concern of transplant rejection," explained Dr. Mitalipov. "While there is much work to be done in developing safe and effective stem cell treatments, we believe this is a significant step forward in developing the cells that could be used in regenerative medicine."

Another noteworthy aspect of this research is that it does not involve the use of fertilized embryos, a topic that has been the source of a significant ethical debate.

The Mitalipov team's success in reprogramming human skin cells came through a series of studies in both human and monkey cells. Previous unsuccessful attempts by several labs showed that human egg cells appear to be more fragile than eggs from other species. Therefore, known reprogramming methods stalled before stem cells were produced.

To solve this problem, the OHSU group studied various alternative approaches first developed in monkey cells and then applied to human cells. Through moving findings between monkey cells and human cells, the researchers were able to develop a successful method.

The key to this success was finding a way to prompt egg cells to stay in a state called "metaphase" during the nuclear transfer process. Metaphase is a stage in the cell's natural division process (meiosis) when genetic material aligns in the middle of the cell before the cell divides. The research team found that chemically maintaining metaphase throughout the transfer process prevented the process from stalling and allowed the cells to develop and produce stem cells.

"This is a remarkable accomplishment by the Mitalipov lab that will fuel the development of stem cell therapies to combat several diseases and conditions for which there are currently no treatments or cures," said Dr. Dan Dorsa, Ph.D., OHSU Vice President for Research. "The achievement also highlights OHSU's deep reproductive expertise across our campuses. A key component to this success was the translation of basic science findings at the OHSU primate center paired with privately funded human cell studies."

One important distinction is that while the method might be considered a technique for cloning stem cells, commonly called therapeutic cloning, the same method would not likely be successful in producing human clones otherwise known as reproductive cloning. Several years of monkey studies that utilize somatic cell nuclear transfer have never successfully produced monkey clones. It is expected that this is also the case with humans. Furthermore, the comparative fragility of human cells as noted during this study, is a significant factor that would likely prevent the development of clones.

"Our research is directed toward generating stem cells for use in future treatments to combat disease," added Dr. Mitalipov. "While nuclear transfer breakthroughs often lead to a public discussion about the ethics of human cloning, this is not our focus, nor do we believe our findings might be used by others to advance the possibility of human reproductive cloning."

An update to Skobbler's Android app is finally adding the turn-by-turn directions and offline maps, which have been offered on the iOS edition for sometime. The full version has a starting price of just $1 (with one free map download), and the company is even offering a free light version for those who aren't sure they want to part ways with a Washington (or a Sacagawea) just yet.

Interestingly, the update is actually an entirely new app called GPS Navigation & Maps +offline, though existing users of ForeverMap 2 will be able to upgrade for free. Navigation & Maps also makes the move to OpenStreetMap to provide data, which has both its problems and its perks. Going open source means that Skobbler can undercut competitors like TomTom and Navigon, but there are lingering questions about the accuracy of the database. You'll find both the full version and the 14-day trial light edition at the source links if you're looking for an alternative to Google Maps.

Researchers develop algorithm to protect networks from cyber attacks

Amidst increasing concern about cybersecurity, researchers at North Carolina State University have taken one step closer to guarding America's infrastructure from Cylon attack. Well, almost. Dr. Mo-Yuen Chow and Ph.D candidate Wente Zeng have developed an algorithm that detects cyber attacks aimed at distributed network control systems (D-NCSs), which differ from their more vulnerable counterparts in that they don't rely on a centralized brain to coordinate the network's activities. Essentially, then, D-NCSs are nervous systems comprised of several mini-brains working together. In the event of a cyber attack, the algorithm isolates the infected brain before the contamination can spread across the network's pathways. This software solution will be a good first line of defense when vengeful A.I. inevitably rises up in revolt. In the words of Admiral William Adama, so say we all.
